February 28, 2013Bayfield-Ashland Counties EMS Council February 28, 2013 The meeting was called to order by Dean Hambrecht, President of the Council. MINUTES A motion was made by Dan Diamon, seconded by Gary Victorson, to approve the minutes to the January meeting. Motion carried. FINANCIAL Steve Cordes was unable to attend the meeting. MDAC (Medical Director Advisory Committee) MDAC met on February 7th. The Committee has been reorganized to be made up of the Council medical director and representatives of five ambulance services receiving medical direction. Those representatives are Steve Cordes, Mason; Tam Hofman, South Shore; Lyn Cornelius, Bayfield; Gary Victorson, Iron River; and Ron Brendalen, Mellen. The medical director requested the change in order to have a forum for discussion with those to whom he provides medical direction. He is working on education to increase the quality of documentation from all services. He also discussed his desire to have t. he chance to participate in service decisions to purchase equipment that may require protocol changes and additional skills/training. Discussion. Will protocol changes be required for tourniquet use? LAKE SUPERIOR RTAC (Regional Trauma Advisory Council) Dan Diamon reported the following: April 24th Mock crash scheduled at Bayfield High School with Bayfield Ambulance and Fire, Red Cliff Ambulance and Fire, Bayfield County Sheriff, Bayfield County Coroner, Wisconsin State Patrol, Life Link III participating. Medical Director/Service Director night being planned Tourniquets are being purchased for each ambulance by Hospital Preparedness Trauma Basics training can be offered at ambulance services 3 hours State approved field triage guidelines being made available Model Uniform Core Criteria (MUCC) being distributed WITC Cindy Lazorik reported the following: EMR course cancelled; may offer next fall. Refresher course options are summarized on the DHS website; online available through WITC. No update on RN to EMT course. Rice Lake Conference March 15, 16. MMC Annette Soborowicz reported: MMC/Kevin Strandberg has heard the concerns about education and would like to work with the Council by offering scholarships and/or sponsorships as partners in funding. VMIT St. Lukes/Duluth has been developing a patient report guideline referred to as VMIT vital signs, mechanism of injury, injuries, treatment. More to come in the future. BAYFIELD COUNTY SHERIFFS OFFICE Dan Clark reported that there have been several severe snowmobile crashes resulting in bad injuries and deaths. Dispatch can become real confusing with multiple events occurring simultaneously. EMERGENCY MANAGEMENT Jan Victorson announced the availability of Radio 101 training through the NWSCIP (Northwest State Communications Interoperability Plan) Implementation Council Coordinator, Tad Matheson. The training is intended to provide a review of basic radio system operations including WISCOM. This training will cover departments for the training required for WISCOM implementation for daily use. He will also document the training as required by OJA (Office of Justice Assistance). SUPERIOR DAYS Jan read the letter developed for presentation during Superior Days lobbying efforts related to the increase in EMS training requirements. She presented the letter both as part of the concern with the Department of Economic Development and with the Department of Health Services. Be SOMEBODY Bayfield County Fire Association voted to participate in and support the Be SOMEBODY efforts again this year. The date has been set May 31st. A live radio show will be on site in Brule. Discussion. MUTUAL AID AGREEMENT The question of mutual aid vs. back-up aid was discussed. More information, definitions, and in depth review of the current mutual aid agreement is needed. ALCOHOL EDUCATION RESOURCE Ron Brendalen shared the alcohol education suitcase available through north central RTAC with the membership. GLIDDEN Nan Hlas, long time EMT with Glidden, was sick for several weeks and died last week. POSTER Gary Victorson shared a posted developed by Iron River Police to encourage safe use of snowmobile trails. NEXT MEETING The next meeting of the Council is scheduled for March 28th. ADJOURNMENT A motion was made by Gary Victorson, seconded by Dan Clark, to adjourn the meeting. Motion carried. Meeting adjourned.
