BAC-EMS November 29, 2004Bayfield-Ashland Counties EMERGENCY MEDICAL SERVICES COUNCIL MEETING MINUTES The November-December meeting of the Bayfield-Ashland Counties EMS Council was called to order by Dean Hambrecht, President of the Council. The meeting was held in the Board Room of MMC/Ashland. Motion made by Ron Brendalen, seconded by Tam Hofman, to approve the minutes of the October meeting as written. Motion carried. TREASURER REPORT – Chuck Elton reported a balance of $2,503.63 in the Council account. $1,375 is due to the Medical Director and insurance will come due again soon. Motion made by Gary Victorson, seconded by Tam Hofman, to accept the Treasurer’s Report. Motion carried. COMMITTEE REPORTS MDAC (Medical Director Advisory Committee) – John Schulz, medical director, reported that the spinal immobilization protocol will be covered at the December 16th Director’s meeting. MDAC will be reviewing Pediatric AED protocol at their next meeting – tentatively scheduled for January 20th at MEDICAL DIRECTOR REPORT – Dr. John addressed the “on-call” issue as a written schedule. He reviewed the state statutes/rules that require written documentation of 24/7 coverage and shared that he holds the community responsible, not only service directors. He wants to encourage communities to help in recruitment efforts, make it more worth EMTs time, assist employers who allow employees to respond, and request assistance from neighboring services as necessary. Lengthy discussion. Motion made by Gary Victorson, seconded by Teresa Gunderson, that the Council Executive Committee meet with John Schulz to develop a letter to Chief Elected Officials. Motion carried. HRSA GRANT – Jan Victorson reviewed a potential grant offered through the Health Resources and Services Administration (HRSA) related to increasing health career opportunities in rural areas. She would research the feasibility of applying for a grant to fund in-school training of high school students to be EMTs. Motion made by Teresa Gunderson, seconded by Marcia Swanson, to research the HRSA grant related to the Health Careers WITC WITC is projecting holding a class in Glidden this coming fall with the second semester class being held where needed. Cindy also announced that there will be an increase in incidental fees with the next class. The state requires five (5) patient contacts. The City of INTERCEPTS – Dr. Schulz asked about ALS intercepts and possible transfer of patients to the ALS ambulance. Discussion. NEXT MEETING – Discussion as to the January meeting date. Several Council members will be attending the Wisconsin EMS Association Conference in Motion made by Gary Victorson, seconded by Ron Brendalen, to hold the Council meeting on January 20th. Motion carried. NEXT MEETING – The next Council meeting will be held at MMC on January 20th. MDAC – Council – Exact room location will be announced. Motion made by Gary Victorson, seconded by Ron Brendalen, to adjourn the meeting. Motion carried.
