EMERGENCY MEDICAL SERVICES COUNCIL
MEETING MINUTES
June 23, 2011

The meeting was called to order by Gary Victorson, Vice-President of the Council.

MINUTES - A motion was made by Dan Clark, seconded by Dan Diamon, to approve the May meeting minutes. Motion carried.

FINANCIAL REPORT - Steve Cordes reported the following expenditures:
$ 153.25 Advantix/website
$ 455.00 NCEMSC
The balance in the treasury is $5,418.39.

Motion made by Dan Clark, seconded by Dan Diamon, to approve the financial report. Motion carried.

MDAC - The Medical Director Advisory Committee (MDAC) met before the Council meeting and approved the draft for the hyperglycemia protocol. This protocol is based on the state protocol. The draft will be distributed to services for review and approved at an upcoming Council meeting.

MDAC also will begin reviewing our current policies and developing additional policies newly required by 110.

RTAC - Dan Diamon, Coordinator for the Lake Superior Regional Trauma Advisory Council (RTAC) distributed the newsletter. He also reported on the following:
· Hospital site reviews are beginning again.
· State trauma system review is being done the end of June.
· PHTLS instructor course was conducted with new instructors available in the region. We hope this will keep the cost of PHTLS training down to $150 per student.
· Patient tracking - Iron River is participating in the pilot project for patient tracking - based upon UPS barcodes/scanners/wireless internet.
· Wristbands will be available to services that will accommodate use of either START or SALT guidelines for triage.
· Trauma Basics V2 is now available for training at local services. There is more of a peds focus and ongoing practice with triage. - we hope to be able to use local instructors and therefore keep the cost of providing the training down. Let Dan know if you wish to provide the PHTLS class in your area.
· Anticipating a 10% budget reduction for RTAC this next funding cycle.
· Next meeting of the RTAC is June 30th in Superior

WITC - Futuremakers posters advertising the EMT class were distributed. The next EMT class begins September 8th - ending April 26th with the National Registry exam on May 12th. WITC will be doing a background check on every student. Reminder to make plans for Refresher classes - 30 hour or alternative.

MEDICAL DIRECTOR - Jonathan Shultz reported that he is primarily reviewing tagged runs - critical calls. The CQI process has had several cases reviewed; a letter documenting findings will go out to directors. He hopes to have a CQI presentation - critical case reviews - developed by the end of the year.

CLEANSWEEP - The Northwest Household Hazardous Materials Cleansweep is scheduled for July 16th in Washburn and Iron River. Flyers were distributed.

LIFELINK III - John Huot reported on recent developments within Life Link III. He also asked how air medical can assist local providers& Discussion.
Landing zone issues: headlights blind the pilot when wearing night vision goggles; green lights cannot be seen with goggles. There have been cases of lasers being pointed at aircraft blinding the crew/pilot. The HEMS radio has a large channel capability but does not scan. ALS 400 is still the frequency of choice for landing zone coordination.

Early activation was reviewed. Life Link III continues to look for the best location but no plan on the table to relocate presently. Although the time between take-off and landing with fixed wing may appear shorter than rotor, rotor-wing is still faster with landing at scene and at destination hospital. Fixed wing may provide back-up in bad weather - Ashland to the Cities = 23 min.

During a recent search in Bayfield County Life Link III was requested to assist. They happened to be in Duluth&

BLUE MASS - Thank you to the Knights of Columbus (Ashland 4th Degree Knights of Columbus) for sponsoring the Blue Mass. There were 18 services represented.

MELLEN - Ashland Fire going to a billing service so there is a new agreement. Discussion.

ASHLAND FIRE - Ashland Fire has gone to a billing service; intercept agreements are being sent out to services that they intercept with. LifeQUEST billing is timely and payments have increased for those services using their service.

NEXT MEETING - The next meeting of the EMS Council is scheduled for Thursday, July 28th at 7:00 PM.

Motion made by Tam Hofman, seconded by Dan Diamon, to adjourn the meeting. Motion carried. Meeting adjourned.
