EMERGENCY MEDICAL SERVICES COUNCIL
MEETING MINUTES
May 26, 2011

The meeting was called to order by Dean Hambrecht, President of the Council.

MINUTES - A motion was made by Dan Clark, seconded by Lyn Cornelius, to approve the April meeting minutes. Motion carried.

FINANCIAL REPORT - Steve Cordes reported the following expenditures: $ 125 Be SOMEBODY $2750 Medical Director The balance in the treasury is $6,026.62.

Motion made by Dan Diamon, seconded by Cindy Lazorik, to approve the financial report. Motion carried.

MDAC - The Medical Director Advisory Committee (MDAC) met after the last Council meeting to begin review of the hyperglycemia protocol for both adult and pediatric patients using the state protocol as the model. MDAC also discussed the scholarship program and made the decision to not donate to individuals with the additional suggestion that a request for a donation be brought to a committee rather than directly to a Council meeting.

RTAC - Dan Diamon, Coordinator for the Lake Superior Regional Trauma Advisory Council (RTAC) distributed the newsletter. He also reported on the following: · PHTLS instructor course - we hope to be able to use local instructors and therefore keep the cost of providing the training down. Let Dan know if you wish to provide the PHTLS class in your area. · Trauma Basics 2 will be offered soon. The course is about a 2 to 2 ½ hour review of trauma and triage information offered as a review locally. Contact Dan. · PSA's competition - injury prevention public service announcements are being aired currently. · Mock crash scenario was conducted at Northwestern with 400 students in attendance; Tim Smith with Wisconsin State Patrol did a 1 hour presentation following. · Next meeting of the RTAC is June 30th in Superior

MOCK CRASH - The mock crash in Drummond went well.

Be SOMEBODY - The Be SOMEBODY kick-off event in Brule went well. Jan distributed the list of donations received for the membership to review. Washburn Fire/EMS served brats and had interest from 2 people for EMS and 4 for Fire. Mason had good food but no potential recruits. This event is being used as much for awareness that emergency services are being provided by volunteers as for recruitment that we need more help. The President of the State Fire Chiefs Association was in attendance, was very complimentary, and stated he has seen nothing like this anywhere else in the state.

WITC - Cindy introduced Steve Mackiewicz to the group. She reported that Basic class has finished. There was a 90% pass rate on the practical exam. The next class will be held this fall beginning September 8 continuing thru April 26. The National Registry will be offered on May 12, 2012. Superior and New Richmond will also be offering the Basic EMT Course. Application for the EMT Basic course is on the website. A reading exam, health forms and sponsorship forms are also required. There was a lengthy discussion about cost of classes - currently $883 per student - and requirements for background checks. Both MMC and Ashland Fire require background checks completed by WITC. Issuance of a license confirms background check completed.

Changes for this coming year: · A letter grade will be assigned to the class. (Currently it is a pass/fail rating.) · A letter grade will be assigned to skills Accreditation will be a requirement as of 01/2013. There seems to be a move toward Wisconsin becoming a full National Registry state. Brian Litza, State EMS Chief, is on the Board of the National Registry.

Cindy also encouraged services to be thinking about Refresher courses - the 30 hour or alternatives.

MEDICAL UNIT LEADER - Jan Victorson distributed the ICS 206 form (Medical Plan) as well as the directions for filling out the form. The review included a discussion of the potential roles of EMS in a major incident when EMS is not part of the operational response.

LIFE LINK III - Bob Rhiel distributed copies of the run sheet used by Life Link III. They focus on recording patient name, times, vitals/treatments without signatures.

An additional helicopter will be stationed at Moose Lake this weekend (Memorial Day) - Saturday thru Monday. Rice Lake and Hibbing will also be staffed.

Life Link III will participate in a search situation that is not based on criminal activity. They will look for lost, might be hurt, missing potential patient but do not have rescue capability. Their personnel have night vision goggles and thermal imaging capability. The islands are okay and will fly the shoreline. Early activation of the helicopter continues to be the focus.

BASO - Dan Clark reported that the Sheriffs Department has been working with a couple of schools related to a potential active shooter situation. They recently had a full scale lockdown and evacuation exercise at South Shore Schools where many problems were solved and others were identified. EMS will be called to evacuate any wounded and potentially requested before the shooter is in custody. This evacuation needs to happen quickly. Law Enforcement is trained to go to the shots and/or the shooter, not treat wounded. The additional role of EMS when the response team is activated, including where to have the ambulance standby, is still a question. (Green Bay incident  ambulance took rounds when 2 blocks away.)

ASHLAND SO - Suggestion that we contact Ashland County Sheriff's Office and invite them to the meeting as well.

BLUE MASS - The Blue Mass is scheduled for June 22nd in Ashland at Our Lady of the Lakes Church - 5:30 PM. Dan distributed brochures to services in attendance.

NEXT MEETING - The next meeting of the EMS Council is scheduled for Thursday, June 23rd at 7:00 PM.

Motion made by Lyn Cornelius, seconded by Dan Diamon, to adjourn the meeting. Motion carried. Meeting adjourned.
