Bayfield-Ashland Counties EMERGENCY MEDICAL SERVICES COUNCIL MEETING MINUTES May 26, 2005

The May meeting of the Bayfield-Ashland Counties EMS Council was called to order by Dean Hambrecht, President of the Council. The meeting was held in the Raspberry Island Room of MMC/Ashland.

Motion made by Teresa Gunderson, seconded by Cindy Lazorik, to approve the minutes of the April meeting as printed. Motion carried.

TREASURER REPORT – No report.

MEDICAL DIRECTOR – John Schulz reported receiving wonderful feedback from the Be SOMEBODY standby event with folks being amazed at the number of people it takes to provide emergency services in our area. He also reported that MMC has declared themselves a Level III Trauma Center. They plan to have the specifics of handling patients defined in July. The ER docs are meeting in June. He stated that MMC will have the same capability as a Level I or II trauma center for stabilizing a trauma patient and expects more trauma to come to MMC in the future. These additional capabilities may make them the nearest appropriate facility based on the Triage and Transport Guidelines developed through the RTAC.

RTAC – Dan Diamon, coordinator for the RTAC, reported that the next meeting of the RTAC will not be until July 30th in Cable. The meeting today included representatives from regional PSAPs (Public Safety Answering Points) and Mayo dispatch to discuss the pros and cons to implementation of emergency medical dispatch (EMD) locally or contract with another provider. He also reviewed the train the trainer course dates of June 21st and June 30th and the $1400 grant available after documentation of training for 80% of their service. First Responders are welcome at the train the trainer but there are no grant dollars available for them at present. Services will be encouraged to spend the grant dollars on supplies and/or equipment that will make the more ready for the multi-casualty event.

EMERGENCY MANAGEMENT: BAYFIELD COUNTY – Jan Victorson reminded folks of the NIMS (National Incident Management System) compliance requirements. She also distributed copies of the current CLIA waiver.

ASHLAND COUNTY – Dorothy Tank mentioned that there is Meth Lab informational training being offered on June 30th from 1 to 4 PM at Americinn in Ashland and from 6  8:30 PM at the Northern Great Lakes Visitors Center.

WITC EMS SPECIALIST – Cindy Lazorik announced that there is a planned EMT class beginning in June. She also mentioned that DHFS has released a new AED protocol that include pediatric and adult. Classes will be offered as needed next fall and winter.

Be SOMEBODY – The Be SOMEBODY kick-off was well attended with 32 communities represented, over 50 vehicles from those communities on display on both sides of US 2 in downtown Brule. KQDS did a live remote on site for three hours as well as informational spots throughout the day. Membership consensus to continue this annual standby event encouraging growth into the next counties.

EDUCATION – Discussion about offering educational offerings in conjunction with our Council meetings. A topic of interest identified was billing practices. Micky Mullozzi of Iron River and Linda Hafstad of Ashland were mentioned as excellent resource people. There was also discussion about gathering information related to services infrastructure and developing a questionnaire to gather information.

COMMUNICATIONS – Tam Hofman reported that the Bayfield County User Advisory Board met and discussed the use of Alert and Standby. Chief Deputy, Paul Susienka, demonstrated information available through the CAD and Dictaphone. He is encouraging responders to observe in the communications center. Contact him at the Sheriffs Department to schedule.

ALS 400 seems to be working well for intercepts.

WEBSITE PLANNING – Jan read an email from Gene Miller related to the website. He will be contacting services soon requesting names and email addresses for all service members you wish to have access to your service portion of the site.

NEXT MEETING – The next Council meeting is scheduled for June 23, 2005, 7:00 PM at MMC.
