EMERGENCY MEDICAL SERVICES COUNCIL

 

MEETING MINUTES

May 23, 2002

 

The May meeting of the Bayfield-Ashland Counties EMS Council was called to order by Dean Hambrecht, President of the Council.  The meeting was held in the Mason Emergency Services Training Room in Mason. 

 

Motion made by George Koval, seconded by Chuck Elton, to accept the minutes as printed.  Motion carried. 

 

TREASURER – Chuck Elton reported a balance of $5410.28. 

 

Motion made by Gary Victorson, seconded by Cindy Lazorik, to accept the Treasurer’s Report.  Motion carried.

 

GLIDDEN DIRECTOR – Debbie Thimm was introduced as the new director for the Glidden Ambulance Service.

 

CLEANSWEEP EVENTS – Jan Victorson distributed materials related to the Household Hazardous Materials Cleansweep events in June and August. 

 

START TRIAGE – City of Superior Fire Department, together with WITC/Superior, is offering a START triage class the first week of June.  Members commented on the how difficult it is to get away during the work week.

 

EMERGENCY RESPONSE MAP BOOK – The Bayfield County emergency responders map book is in the final stages of revision by the Land Records Department.  Printing of the new edition will follow.

 

COMMUNICATIONS MANUAL – Jan is working with a committee to develop an EMS Communications Manual and Plan for the State of Wisconsin.  Discussion related to radio and cellular telephone use, need for consistent names for and availability of channels, and hospital radio.  A manual might include basic information to be covered in the Basic and Refresher classes and what should and should not be said on the radio.  Equipment decisions should be made in the local department. 

 

COMMUNICATIONS CENTERDan Clark, Bayfield County Sheriffs Department, asked if the phrase “This is the Bayfield County Sheriffs Department” was necessary with paging.  Discussion including gives a moment to focus on the message and assure message not being received through “skip” from another area. 

 

Discussion about dispatching, including the excellent quality of present dispatching.  Background noise continues to be a problem particularly when another radio channel “talks” when a page is being broadcast.  The concept of Joint Dispatch with Ashland and Bayfield counties is still being discussed. 

 

REGIONAL PLANNING – Jan Victorson services to consider how may patients are required to make a “multi-casualty incident”.  Discussion.  Consensus that a report of three patients should start the process of having a neighbor on standby.  The hospital request early notification of more than one patient and a quick assessment of the extent of the event if at all unusual. 

 

INSURANCE – The officers met with Tom Ketchum of Laub and Horton before the meeting.  We are discussing insurance premiums as they relate to our current liability coverage for countywide events.  Suggestion that Fire-Pac also be contacted for information. 

 

CRIME SCENE TRAINING – Several services have had the crime scene training offered by Dan Clark.  It is going very well.

 

HYPOTHERMIA – Merrilee Carlson has continued to research the availability of a hypothermia thermometer that is not glass.  She has found none available except the type the hospital uses that is quite expensive. 

 

SOG BOOKLETS – Merrilee distributed new copies of the SOGs with the updated hypothermia guideline. 

 

WITC – Cindy Lazorik reported that the EMT-Basic will be offered beginning August 21st in Bayfield.  This class will meet once a week.  Beginning in January, a class will be offered in Ashland that will meet two nights a week. 

 

Discussion about possibly incorporating Medical First Responder and/or EMT training as a credited class for local schools and local school issues.

 

NEXT MEETING – The next meeting of the Council is scheduled for Thursday, June 27th, at MMC in Ashland.
