The October meeting of the Bayfield-Ashland Counties EMS Council was called to order by Dean Hambrecht, President of the Council. The meeting was held in the Emergency Services Training Room in Mason.

Motion made by Cindy Lazorik, seconded by Chuck Elton, to approve the minutes of the August meeting as presented. Motion carried.

Motion made by Gary Victorson, seconded by Cindy Lazorik, to accept the minutes of the September/Annual Meeting as presented with spelling corrections. Motion carried.

TREASURER’S REPORT – Chuck Elton reported a total of $2,425.80 in the Council Treasury. He reported $1512.31 going to Kevin Thornton as medical director leaving a balance of approximately $913.29 to work with. The insurance premium is due in the amount of $527.00.

Motion made by Gary Victorson, seconded by Cindy Lazorik, to accept the Treasurer’s Report and pay the insurance. Motion carried.

MDAC – No meeting has been held. A tentative meeting date has been set for December 11^th.

Merrilee Carlson reported that Dr. Patton has been out for the month of November due to surgery. Kevin Thornton, Medical Director, was unable to attend the meeting due to a shortage of ER doctors.

WITC TRAINING REPORT – Cindy Lazorik distributed the schedule for the January EMT-Basic course to be conducted in Ashland.

EMERGENCY MANAGEMENT – Jan Victorson reported that the enhanced 9-1-1 system is projected to be implemented in Bayfield County by the end of the year. She reviewed some issues related to that, including need for confirming exact address with the phone company (as that will be the location given when 9-1-1 is dialed) and the ten second silence after dialing 9-1-1 before the caller hears a ring. Discussion. Jan also brought a copy of the prototype brochure the Council discussed providing throughout the two counties.

RTAC – Merrilee reported that the Lake Superior Regional Trauma Advisory Council (RTAC) has reviewed the state proposed Trauma Guidelines and definition. Our RTAC has forwarded questions and concerns related to those documents that have been very well received at the state level.

The RTAC will receive a grant of $30,000. $15,000 of that can be used for anything; the other $15,000 must be spend related to development of the needs assessment document. The guidelines related to the needs assessment should be available in the near future. The RTAC is also tasked with developing trauma triage guidelines. There has also been some talk about providing train the trainer courses for START (triage course) for pediatrics.

The next RTAC meeting is scheduled for December 11^th at the Cable Community Centre; the January meeting will be help January 22^nd.

MASS CASUALTY EXERCISE – Wisconsin Emergency Management (WEM) has recently hired several Exercise Planning Officers to work with counties in the development of training exercises. Tom Grahek has been appointed to one of those positions. Lengthy discussion related to conducting a mass casualty exercise that involves a bus – school bus, tour bus, casino bus. There seems to be interest on the part of schools related to a bus incident.

EMS COORDINATOR – Merrilee will have an office at MMC in the back portion of the EMS room very soon.

NEXT MEETING – The next meeting of the Council is scheduled for December 11^th at 7:30 PM at MMC in Ashland. The exact location will be forwarded with the meeting notice.
