Bayfield-Ashland Counties

EMERGENCY MEDICAL SERVICES COUNCIL

MEETING MINUTES

January 20, 2005

The January meeting of the Bayfield-Ashland Counties EMS Council was called to order by Gary Victorson, Vice-President of the Council.  The meeting was held in the Board Room of MMC/Ashland.

Motion made by Dan Diamon, seconded by Del Jerome, to approve the minutes of the November-December meeting as written.  Motion carried.

TREASURER REPORT – No report.

COMMITTEE REPORTS

MDAC (Medical Director Advisory Committee) – John Schulz, medical director, reported that the MDAC was considering a major modification to the medical guidelines that would include flowcharts with detailed information.  The first protocol to be worked on will be the “asthma” protocol.  The next MDAC meeting will be before the next Council meeting, 6:30 PM on February 24th.

MEDICAL DIRECTOR REPORT – Dr. John reported he had received interesting feedback from town boards related to the letter sent related to written documentation of 24/7 coverage.  He felt that options are being discussed and elected officials have been reminded of their responsibility to provide ambulance service.

ALERT/STANDBY – Discussion of use of the term “standby”.  Bayfield County radio SOGs define standby as people at the hall ready to respond.  If a neighboring service is notifying another that they will be out of the area, please request the dispatcher to alert rather than request standby.

ASHLAND COUNTY EMERGENCY MANAGEMENT – Dorothy Tank asked about interest in a Weather Spotter Class offered by the National Weather Service.

BAYFIELD COUNTY EMERGENCY MANAGEMENT – Jan Victorson reported on several training opportunities:

Basic ICS (12 hours) – Cable Community Centre

Friday, Feb 11th and Saturday, Feb 12th

Free of charge – contact WITC to register

ICS for EMSWaukesha Technical College

Tuesday, Feb 15th and Wednesday, Feb 16th

Thursday, Feb 17th and Friday, Feb 18th

Free of charge – contact county EM to register

IS 700 – NIMS (National Incident Management System)

Overview of the NIMS - Independent Study Course available at www.training.fema.gov

on-line training (NETC virtual campus)

Q 157 – EMS Operations at Multiple Casualty Incidents

            www.training.fema.gov on-line training

MMC – Merrilee reported that EMT students may spend time in the ER with a nurse.  Because students are encouraged to practice their skills and may be “touching” patients, current tetanus and mantoux testing must be documented with WITC.

WITC – Cindy was unable to attend but wanted to share information about the ride-along program.  She is working on what will be needed in order for students to ride-along with their own service.  She will send those out to MDAC for input and review and then forward to ambulance providers.

INTERCEPT GUIDELINES – The question of intercept guidelines put together by Wayne Chenier, Ashland Fire Department, were asked about.  At this point there has been little input from the Council and no action had been taken.  Discussion at next meeting.

NEXT MEETING – The next meeting of the Council is scheduled for Thursday, February 24th, 7:30 PM at MMC.  The location will be disseminated by email.

Motion made by Tam Hofman, seconded by Del Jerome, to adjourn the meeting.  Motion carried.  Meeting adjourned.
